Localizing a theme simply means to make its static content translatable for people who speak another language. This is important if you plan to sell or share a theme or plugin under the GPL. I personally need to do this for my plugins on WordPress.org.

To get started simply check out this series of posts on the topic. They are top notch. All three posts in the series will be hard to find but you will see the links named 1, 2 and 3 at the bottom. It is also worth checking out OP Files and how they work with GUN gettext because it is good to know how WordPress uses them to do that hard work for you.
